San Antonio police arrested two men accused of refusing to give a woman back her property after a move from Vermont to Texas, according to an arrest affidavit.
On Aug. 24, the woman called police saying she had hired Zafar Kodirov and Sergiy Pylypenko from Alltrust Moving & Storage Inc. to move her property from Vermont to her new home in Fair Oaks Ranch. When police arrived, a third party was blocking the men’s moving truck.

The woman told police that she had originally given the movers more than $23,000 to pay for the moving truck, but Kodirov and Pylypenko insisted they would not release her property until she signed a delivery acknowledgment saying her property arrived in good condition, the affidavit said.
The woman refused to sign because she couldn’t verify her belongings were there and in good condition, so the defendants left with the truck, the affidavit said.
They returned a few hours later and attempted to give the woman back her money but refused to give her the property, which was valued at nearly $650,000, according to the affidavit. When they attempted to leave a second time, contractors nearby heard the argument and kept the truck from leaving again.
When the officers arrived, they initially told the woman and movers it was a civil matter but said it would become a criminal matter if Kodirov and Pylypenko continued to withhold the property.
The two laughed and mocked the officers, saying they didn’t care if they were arrested and that they had conducted business like this for 15 years, the affidavit said. They also told officers that they had been told in the past “they were going to be arrested but never were,” the affidavit continued.
Kodirov and Pylypenko were charged with theft $30,000 to $150,000 with bail set at $10,000 each.
