Salazar said Trevino was originally arrested on May 29, 2019 after law enforcement intercepted a jail phone call to an inmate and one other person to have drugs smuggled into the jail using.

The San Antonio Police Department and FBI watched Trevino in May 2019 as he met with two other people on Broadway and witnessed drugs being exchanged.
